Wallpaper Wrangler is a general purpose graphics viewer and manipulator with a bias towards wallpaper handling. It can open a wide range of graphic formats, resize them and save them as PNG, JPEG, GIF, EMF or BITMAP graphics. It can be registered to show in the context menu of Windows Explorer and will accept dropped graphics.
