"Installs and runs fine on a normal setup, but will crash every time the diplomacy button is clicked. To fix this, disable Direct3D and DirectDraw acceleration (Control Panel->Display->Advanced->Troubleshooting->move slider left 3 spots). You can easily leave this menu up and set it back right after you finish playing."
