According to the release notes, this update fixes a bug that could allow someone to bypass the passcode and access the Phone app. It also includes improvements to Maps in Japan. The iOS 6.1.3 update is compatible with the iPhone 3GS, iPhone 4, iPhone 4S, iPhone 5, 4th-generation iPod touch, 5th-generation iPod touch, iPad 2, iPad 3, and iPad 4.
