The US Army Blackhawk was ticketed while providing assistance during the rescue mission of flood victims in Colorado; the helo had to land on the highway and as the ticket shows he was facing the wrong way.
It would appear that this was done with humor in mind, perhaps in order to help put a smile on the faces of the people doing difficult and stressful field work.
The Business Insider points out the same thing by noting that a commenter claiming police experience pointed out that there "no court date" and no "section codes for violations" — so it had to be a practical joke.
