Fixing the 'original 459 could not be located' error message

I recently ran into the 'original 459 could not be located' error message and after digging around, found the solution.
Go to:
Control Panel
Programs and Features
View installed updates
Now sort alphabetically and look for:
KB2847204 (Security update for Internet Explorer)
Uninstall that update.
If this fails, it seems most people want you to do the following:
Click Start, and then click Run or look for the Command Prompt in Accessories or Administrative Tools.
Type regsvr32 urlmon.dll, and then click OK.
When you receive the "DllRegisterServer in urlmon.dll succeeded" message, click OK.
I pass this idea on because it seems people mostly copy and paste this as THE solution however the success rate seems low and it did not work for me. BUT, if uninstalling KB2847204 does not work, then there's no harm in trying it.
