A man from Manalapa, FL, decided to hang ten on a stranger's car in the middle of traffic. The man said to be high on meth is facing charges of disorderly conduct as well as public intoxication. What a meth!
Restrepo jumped onto several cars and even jumped into a convertible going 20 mph, according to the man who shot the cellphone video.
"He was running around like a monkey with his tongue out, waving his arms in the air, jumping on top of cars," the man who recorded the cellphone video said.
Restrepo was taken to a hospital after being arrested and has since been released.
