According to BleepingComputer, the Radamant Ransomware Kit has been for sale on private exploit and malware sites since December 7th 2015.

Hackers can rent the kit for one month for $1,000 or take a demo for 48 hours for $100. What you get for the money is a complete payment system, administrative console, statistics, the ability to modify extensions that will be encrypted, and technical support on getting the ransomware kit up and running.

It is up to the individual hacker as to the means to distribute the malware.
