Tweaking.com - Repair Windows Safe Mode will apply the reg keys needed for safe mode to boot.
In some cases, viruses will remove these keys and in an attempt to prevent you from booting into safe mode. This tool is included in Tweaking.Com - Windows Repair but can still be run on its own.
This repair will not remove or delete any custom keys in the registry for safe mode. This is done to keep from breaking any custom settings put there, it will simply apply the defaults. This also means that if a virus puts itself there that it won't be removed. So make sure to scan your system.
