Shift Key Enables or Disables Caps Lock

The Caps Lock key can be annoying to many, but we've also seen a problem where the Shift key turns on the Cap Lock key. Whether you are having that problem or want to use the Shift key as the Caps lock key, here's how.
Click on Start > Settings > Devices > Typing.
Scroll down on the right and click on advanced Keyboard settings.
Click on Input Language hotkeys.
You should be in the Advanced Key Settings tab.
Under To turn off Caps Lock select Press the CAPS LOCK key or Press the SHIFT key, and click OK.
