Disk Image Viewer is a classic app to browse EXT2 & FAT disk images. 

The Disk Image Viewer allows you to browse hard disk images in EXT2 (Linux) and FAT (DOS, Windows) file systems. It also allows you to copy files from the images as well.

Main Features:

 support EXT2, FAT12 and FAT16 file systems 
 support multipartition harddisk images 
 disk images automatic recognition 
 support the disk images in DDI (DiskDupe Images) format 
 drag-n-drop 
 Freeware

While not updated since 2003, MajorGeeks has tested it as recently as 2018 and found it works under Windows 10, as documented in the screenshot below.
