Icons from File can extract icons from files and also scan folders and search for EXE, DLL, and OCX files, which contain icons.

Extracted icons can be saved (exported) to a file: 

 All or selected icon to ICO, BMP, JPEG, GIF, PNG, or EMF files;
 All icons as a BMP, JPEG, GIF, PNG, or EMF file.

You can extract and save your icons to any folder or export to an HTML document or a dBase 5 file. Export operations may also be performed via the command line, and the extracted icons may be printed.

The homepage says the program is optionally portable and instructions are in the included help file. Icons from File makes it simple to extract icons from any EXE, DLL, or OCX.
