XTrackCAD is a CAD program for designing model railroad layouts. You can easily create a layout of any scale or size.

Libraries for many brands of track and turnouts are included. Adding new components is easy with the built-in editor.

Numerous configuration settings are available, and you can even record macros. Considering the numerous options and complexity, the memory and CPU usage was very low in our tests.

There's a learning curve here, so much so they have their own Wiki tutorial here and tutorial videos here.
