Norton Bootable Recovery Tool is an ISO image to create a bootable rescue media on DVD or USB drive to start your computer and scan and remove any threats that caused the problem.
You will need a burning tool like ImgBurn, CDBurnerXP or BurnAware, for example, to burn the ISO to DVD or USB.
Once you have the image burned to your DVD or USB, you need to boot your computer from it. Then follow these steps:
Select Boot.
Select your preferred language.
Click Agree after the license agreement.
Click Start Scan.
The Scan Completed window will appear.
All threats have a default selected remediation action. Decide if these selections are ok and make any changes.
Click Fix.
At the Confirmation window, click OK.
At the Remediation window, click Continue.
Click Reboot.
If this fails you might consider trying a niche Anti-Virus or Anti-Malware tool or recover your computer to new.
