Add Restart With Options Context Menu in Windows 10 contains the registry files to add additional restart options from your Desktop Context Menu.

Extract the two files:

Add Restart Desktop Context Menu.reg
Remove Restart Desktop Context Menu.reg

Double-click Add Restart Desktop Context Menu.reg to show the Restart Context Menu.
Double-click Remove Restart Desktop Context Menu.reg to remove the Restart Context Menu.

Click Yes when prompted by User Account Control.
Click Yes when prompted by Registry Editor.

Click OK when prompted by the Registry Editor.
