Microsoft's Start Menu Troubleshooter has been designed to fix Start Menu problems with Windows 10 as explained in this tutorial.

Microsoft designed this tool to fix several common issues include problems opening programs, missing items, or tiles that don't update or update correctly.

The tool scans to see if applications are not installed correctly, for permission issues with Registry keys, for tile database corruption and whether the application manifest data is corrupt.

Right-click and select "Open" on startmenu.diagcab to start the repairs.
