SnipFor provides a solid screen-snipping tool that lets you capture part of your screen, extract text with OCR, annotate it instantly, and even pin the snippet on top of other windows for quick reference. The only "issue" we found is that even when you select English during install, not all is translated. Once the app is launched, all appears to be correctly translated.
